University Student Council

The University Student Council (USC) is the official representative body of the student population at Bulacan Agricultural State College, dedicated to fostering student leadership, academic excellence, and community engagement.

The Executive Council

The USC President leads the Executive Council, which is responsible for enforcing the Constitution and By-laws and implementing laws, ordinances, or resolutions passed by the Student Senate. The Council is composed of the President and Vice President (elected at large) Executive Secretary, Student Trustee Secretary, Auditor, Business Manager, President of the League of Class Mayors, and Executive Departments composed of Finance Secretary and various appointed officers and secretaries approved by the Senate Committee on Appointments.

Under the Executive Council are the following departments:

  • Finance Department - headed by the Finance Secretary, with the Budget and Procurement Officer and Accounting and Documentation Officer under it.
  • Communications Department - headed by the Communications Secretary, with the Gender and Development Secretary and the Student Affairs and Evaluation Secretary under its supervision.
  • Multimedia Department - headed by the Multimedia Secretary, with the Social Media Officer and the Creative Media Officer under it.
  • Technical and Logistics Department - headed by the Technical and Logistics Secretary, with the Systems Support Officer, Logistics Coordinator, and Technical Operations Officer under it.
  • Programs Department - headed by the Student Development and Activities Secretary, with the Program Development Officer and the Program Host and Liaison Officer under it.

The Student Senate

The Student Senate serves as the legislative body of the USC, vested with the power to enact laws, resolutions, and regulations, except those reserved for initiative and referendum. Its powers include legislating policies, reviewing and approving budgets of the USC, LSCs, and student organizations, summoning officers for inquiries, impeaching officers, creating new Local Student Councils, proposing constitutional amendments, conducting inquiries and information campaigns, deciding on election-related matters, and convening as an Impeachment Court.

The Senate is composed of six (6) Senators elected at large by the student body, regardless of college, institute, or campus affiliation. The Student Senate is headed by the Senate President and the Senate President Pro-tempore.

The Student Senate is divided into different committees, each with a Chairman and Vice Chairman, are tasked with crafting policies and investigating issues within their jurisdiction, working alongside their Executive Council counterparts. These include:

Committee on Ethics and Justice

Handles conduct, discipline, rights, and fee-related matters.

Committee on Accountability of Officers and Investigation

Investigates malfeasance or nonfeasance by USC, LSC, and student organization officers, with authority to recommend suspension or removal.

Committee on Education, Sports, Culture and Arts

Oversees matters on academics, sports, culture, and arts.

Committee on Gender and Development

Promotes gender sensitivity and equality.

Committee on Rules, Constitutional Amendments, and Revision

Manages constitutional amendments, interprets and reviews rules, and addresses gaps in procedures.

Committee on Appointments

Reviews and approves nominations or applications for vacant positions, except Student Judicial Council posts.

The Student Judicial Council

The Student Judicial Council (SJC) holds judicial power within BSAU, tasked with resolving complaints on rule violations, USC regulations, and student misconduct, as well as addressing grave abuse of discretion by USC bodies. It prioritizes rehabilitation over punishment, aiming to restore peace and support student growth.

Supreme Judicial Council (SJC-Supreme)

Six Student Judges led by a Chief Judge, handling appeals and significant cases.

Local Judicial Councils (SJC-Local)

Composed of three judges per campus or institute, managing routine disciplinary cases.

Judges serve for the duration of their student tenure. Appointments are made by the USC President from a shortlist screened by the Judicial Board (Senate President, an Executive representative, and campus governors). The SJC-Supreme also has authority to remove SJC-Local members through administrative proceedings.

Local Student Council

The Local Student Council (LSC) is established in every institute, college, and external campus of BSAU, functioning autonomously in managing its internal affairs and activities under the LSC Code. It is composed of elected officers, including the Governor, Vice Governor, Executive Secretary, Finance Secretary, and others, with the Governor serving as the Chief Executive leading the Executive Council, while the Vice Governor serves as the Chief Legislator heading the Legislative Council alongside the Class Mayors.

LSC officers are elected by their respective units, while Class Officers, elected every start of 1st semester, operate under the supervision of the LSC Governor.

The LSC acts as the local executive and legislative body responsible for organizing student-beneficial activities, formulating policies, conducting dialogues with deans, creating projects and budgets, generating income, and collecting authorized fees. All projects and programs must align with both their respective fields and the objectives of the University Student Council (USC).

Source of Funds

The University Student Council (USC) membership fee, collected during enrollment through UniFAST, serves as the primary source of the USC general fund. Local Student Councils (LSCs) also collect funds from their constituents. Under the new CBL, the funding of LSCs will be sourced from the USC Trust Fund. However, until the USC membership fee is doubled, LSCs may continue collecting their own mandatory fees.

The USC Trust Fund is withdrawn through an Executive Council-approved resolution, with the President, Finance Secretary, and Adviser/s as signatories. Funds are allocated as follows:

Know Your Rights

There are rights enshrined in the USC Constitution and By-laws that you should be aware of and familiarize yourself with.

Right to Education and Academic Freedom

Students are guaranteed their academic rights, including access to benefits under the Constitution of the Republic of the Philippines and relevant laws, receiving a course syllabus during the first week, and the freedom to respectfully inquire about academic matters without fear of retaliation. Academic freedom must be respected, allowing students to express views, engage in discourse, and raise concerns through proper channels. Students must not be graded unfairly, discriminated against, or humiliated for their legitimate views and inquiries.

Right to Information

Students have the right to access information on academic records, official university matters, and data used for policies, subject to confidentiality and privacy rules. They also have the right to information about the operations of the University Student Council.

Right to Privacy

Students have the right to privacy and protection of personal information. The USC and affiliated organizations may collect, use, and disclose data only for legitimate purposes, with consent, and in compliance with laws. Students can withdraw consent without penalty, and their information must be safeguarded from unauthorized access. Disclosure to third parties requires explicit consent unless mandated by law. Students also have the right to confidentiality of communication and correspondence.

Right Against Unreasonable Searches and Seizures

Students have the right to be free from unreasonable searches and seizures at BSAU, ensuring protection of their belongings and privacy. Searches may only be conducted with lawful basis or reasonable cause, and must respect the dignity of the student. Consent is required for voluntary searches, but it does not apply to lawful searches under reasonable cause or routine inspections.

Right to Participate

Students have the freedom to join all university academic and non-academic activities, with the right to refuse participation if limited by health, religion, cultural beliefs, or other valid reasons.

Right to Practice Religious Beliefs

Students have the right to freedom of religion, including the choice to practice and express their beliefs without discrimination, coercion, or harassment. The USC must remain neutral, respect diversity, and foster an inclusive environment for all faiths and belief systems.

Right to Self-Organization

Students have the right to self-organization, allowing them to freely form groups or associations for lawful purposes. The USC must respect, protect, and not discriminate against these groups as long as their objectives align with the USC's mission, principles, and policies.

Right of the Accused and the Right to Due Process

Students are guaranteed the right to due process, which includes fair treatment, written notice of charges, presumption of innocence, and the right to legal representation. They are entitled to impartial hearings, the opportunity to present evidence and witnesses, and the right to appeal. No student may be punished twice for the same offense. USC upholds restorative justice, focusing on restoring dignity for all parties.

Right to Evaluate

Students have the right to evaluate and give feedback on USC, LSC, and organization activities and leadership to ensure transparency and accountability. They must be provided access to relevant information and formal channels for feedback, with protection from retaliation. Evaluations should be considered and responded to respectfully and promptly, while maintaining confidentiality unless disclosure is legally or organizationally necessary.
